Short answer: Good Christians (and good Bible scholars) disagree. Some believe it was a rule for all people and cultures, while others believe it was a rule specifically for the Israelites of that time and place.
Many of the rules in Leviticus 18–20 were intended to keep the Israelites ritually pure and separate from the cultures around them who worshipped false gods. Christians generally do not follow those rules today, and there are several reasons to think the rule against “lying with a man” was one of those rules.
However, some of the forbidden behaviors in Leviticus 18–20 are still considered sinful by Christians today, and scholars remain divided on whether that should apply to the “lying with a man” rule.
